DESPITE having a tuition-free public education system in place, an estimated 36 percent of Filipino families still borrow money to pay for expenses in sending their children to school.
This was revealed in the 2021-2022 Global Education Monitoring (GEM) Report of the United Nations Educational, Scientific and Cultural Organization (Unesco).
