MEASURES to stem a rise in fraudulent credit card transactions should be implemented by telecommunications firms, regulators and Congress, an industry group said on Thursday.

The Credit Card Association of the Philippines (CCAP), in a statement, said letters had been sent to Globe Telecom and Smart Communications, the National Telecommunications Commission (NTC) and the House of Representatives.
