THE Bureau of Fisheries and Aquatic Resources (BFAR) said the installation of vessel monitoring systems (VMS) and electronic reporting systems (EPS) for commercial Philippine-flagged fishing vessels will be voluntary and not mandatory.
This is in relation to the controversial regulation of Fisheries Administrative Order (FAO) 266, which requires the installation of VMS and EPS for commercial Philippine-flagged fishing vessels.
