THE Office of the Solicitor General (OSG) and the National Telecommunications Commission (NTC) strongly opposed moves to allow holders of expired broadcast franchises to continue to operate while their renewal applications are pending in Congress.
The OSG and the NTC maintained that such a move, which is being pushed by Sen. Leila de Lima, is in violation of the Philippines Constitution and lacks a legal basis.
