(UPDATE) HEALTH Secretary Francisco Duque 3rd is opposed to moving the entire country to Alert Level 1 until it is sufficiently vaccinated to prevent a resurgence of coronavirus disease 2019 (Covid-19) cases.
The economic cluster of the government, led by Finance Secretary Carlos Dominguez Jr. and Socioeconomic Planning Secretary Karl Kendrick Chua, raised the proposal to President Rodrigo Duterte in his "Talk to the People" as a way for the country's economy to survive amid the crisis in Ukraine.
