PRESIDENT Rodrigo Duterte has appointed a high-ranking official of the ruling Partido Demokratiko Pilipino–Lakas ng Bayan as the acting Cabinet secretary.

Melvin Matibag, secretary general of the PDP-Laban faction backed by the President, took his oath as Cabinet secretary before Executive Secretary Salvador Medialdea on Wednesday.
