PRESIDENT Rodrigo Duterte reiterated the Philippines' neutral stance in the Russia-Ukraine conflict, citing his close ties with Russian President Vladimir Putin.

In his public address before Cabinet and local officials in Tacloban, Leyte last Thursday, the Chief Executive said he will not allow the country to meddle in the fight of other countries.
