I have been faithfully paying a subdivision developer for a couple of years now for a lot property I bought from them. To my surprise, however, I learned that the promised roads, walk-ways and facilities in their promotion brochure remained as such — a promise. May I know my rights under the given situation? May I even resort to suspension of payment until such time that the promises come to fruition?|

The answer to your questions are clearly expounded in the provisions of Presidential Decree 957, otherwise known as the "Subdivision and Condominium Buyers' Protective Decree." Succinctly, Sections 20 and 23 of the afore-mentioned law reads:
