QUEZON City Mayor Maria Josefina "Joy" Belmonte on Thursday urged the Department of the Interior and Local Government (DILG) to institute reforms in penal institutions including measures to curb the proliferation of deadly weapons and drugs among inmates.

Belmonte made the appeal following the May 13 riot in the male dormitory of the QC Jail that left an inmate dead and nearly a dozen others wounded.
