KHARKIV, Ukraine: Russia on Thursday (Friday in Manila) made an all-out effort to capture the rest of the industrial region of Luhansk in eastern Ukraine, officials said, as President Volodymyr Zelenskyy accused Moscow of seeking to commit "genocide" across the eastern Donbas.
