ON Tuesday, the Department of Transportation (DoTr) conducted a public consultation on the planned Metro Rail Transit 4 (MRT 4) line for residents of San Juan, one of the cities the P59-billion, 15.6-kilometer monorail line will serve. It is encouraging to see this long-planned project finally getting off the ground. It will be even more encouraging if the DoTr views it as an opportunity to substantially improve the development process of major transportation infrastructure.
