SEN. Sherwin Gatchalian filed a bill for the creation of the second Congressional Commission on Education (Edcom 2), and this was sent to Malacañang as Republic Act 11899. The bill has lapsed into law.
The President took no action on it, and so, by express provision of the Constitution, it has become law.
