CONGRESSMAN and former House Speaker Lord Allan Velasco has just filed House Bill 32 mandating all owners and riders of motorcycles to be part of a motorcycle or riding club.
The excuse is so that these clubs can adequately provide seminars and instructions for motorcycle users nationwide safety awareness and knowledge of motorcycle use regulations on and off the road.
