I MENTIONED the no contact apprehension program (NCAP) in this column last week because of the corruption-related allegations against it made by Mr. Orlando Marquez, the president of the League of Transport Operators of the Philippines, in our weekly "Diretsahang Pananaw" media forum.
I wrote, "NCAP refers to capturing traffic violations without the need of physical apprehension by traffic enforcers. It is implemented 24/7 by the City Government using traffic enforcement cameras and other technology." Motor vehicle owners can be notified of their violations via a "notice of violation [which] will be sent to the address of the registered owner of the vehicle appearing in the LTO (Land Transportation Office) database. It will be delivered through a process server of the city, registered mail, and/or private courier."
