A COLLECTIVE sigh of disbelief could be heard among parents of children with special needs when the Department of Education (DepEd) said there was zero allocation for their children in the proposed 2023 national budget. The DepEd said it initially proposed a budget of P532 million to the Department of Budget and Management (DBM) for the Special Education Program (SPED) for the upcoming year, but it was not considered in the National Expenditure Program (NEP).
