THE Philippines is at the head of another energy crisis, similar to what the country experienced nearly three decades ago. In the 1990s, the Philippines was confronted with a crisis of insufficient electrical generating capacity. Metro Manila and the 33 provinces in Luzon experienced power outages of up to four hours per day. It looks like this could happen again.
