BEFORE we discuss the highly controversial decision of the Department of Information and Communication Technology (DICT) to assign the handling of the government's free Wi-Fi program for the National Capital Region to the Metropolitan Manila Development Authority (MMDA), let me first congratulate the Eastern Samar provincial government led by Gov. Ben Evardone and the city government of Borongan for striking a deal with the country's flag carrier, Philippine Airlines (PAL), to open the province's doors for Cebu-Borongan flights in time for Christmas.

Early this week, PAL and the Borongan city government signed a memorandum of agreement to begin the twice-a-week flights on December 19.
