ABOUT 25 years ago, during the presidency of Fidel V. Ramos, the national security adviser, Gen. Jose T. Almonte, sponsored a conference in the University of Asia and the Pacific with the visiting then Malaysian deputy prime minister, Anwar Ibrahim, as the guest speaker. In that conference, Anwar explained the racial problems being encountered by Malaysia and how he desired to have 70 million more native Malays added to Malaysia's population.
