The Philippine Ports Authority's (PPA) controversial container tracking system has moved a step closer to implementation after the scheme passed an Anti-Red Tape Authority (ARTA) review.
The Trusted Operator Program-Container Registry Monitoring System (TOP-CRMS), which has been indefinitely shelved by the PPA board, was scored by the ARTA as a "good practice".
