Dear PAO,

The 16-year-old son of our helper was harassed by their 20-year-old neighbor when he was forced to have his private parts touched against his will during their town fiesta. The neighbor pulled a cigarette out of the boy's pocket and immediately threatened him that he would tell everyone about it which, of course, caused the boy's panic. According to the boy, the neighbor coerced him to pull down his shorts and then started to touch his private part, although he was still wearing his briefs. The youngster initially kept what happened a secret out of embarrassment, but he later opened up when rumors began to circulate in their neighborhood. A barangay official said that he should file a complaint for acts of lasciviousness but my friend, who used to work in a law firm, said that the complaint should be for lascivious conduct. Is there such a case for lascivious conduct?
