AT a forum earlier this week, the Department of Energy (DoE) delivered some most welcome news that indicates our perennial power shortages during the hot summer months, as well as elevated electricity prices, may be a thing of the past. Unfortunately, this good news was quickly followed by bad news as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) announced that, in addition to the onset of the annual dry season, we can expect El Niño conditions to develop in the next couple of months.
