Dear PAO,

My brother was arrested and brought to the police station because certain barangay officials assumed that he was stealing from the house where he was seen. He tried to explain to them that he was at the house of his friend after the latter asked him to fix some machines that were in his garage. Instead of verifying, the barangay officials forced my brother to go with them to the police station. My brother was nevertheless released after the investigating police talked to my brother's friend and explained to him that he indeed allowed my brother to enter his property and fix some machines. Now, my brother is considering to file a complaint for the illegal arrest. Is there a law regarding this? Also, the barangay officials are claiming that they did not arrest my brother; that they did not actually restrain him but merely invited him to the police station. So, to them, there was no illegal arrest.
