"BETTY" has been downgraded into a severe tropical storm as it exits the Philippine Area of Responsibility (PAR) this Thursday, the state-run weather agency said.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said in its 5 a.m. advisory that Batanes was the only remaining area in extreme Northern Luzon under Signal No. 1.
