The Commission on Elections announced last Jan. 17, 2025, that the Election Management System (EMS), a component of the Automated Election System (AES), used to generate ballot faces, which in turn were used to print some 6 million ballots, would have to be modified. Following orders of the Supreme Court to add the names of previously disqualified candidates, national and local, to the ballot, the Comelec halted all printing activities and initiated a set of contingency measures, including a review of the capacity of the EMS to add the names of candidates in its candidate database. The Comelec found that the EMS does not have such functionality.
The "add" functionality is a basic feature of systems designed and developed to manage data. The other actions that may be performed on data are "read," "update" and "delete."
