(UPDATE) MANILA, Philippines: The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned on Monday against flash floods and landslides due to moderate to at times heavy rains brought by four weather systems.

Weather specialist Rhea Torres said that the northeast monsoon has resurfaced and is now affecting Batanes, Cagayan and Apayao where cloudy skies with rains would prevail.
