AN additional 400 observers from the European Union (EU) are expected to arrive to monitor the May midterm elections as foreign governments and enti ties want to gather the best poll practices in the Philippines, the Commission on Elections (Comelec) said.
Comelec spokesman John Rex Laudiangco said the huge number of foreign observers wanting to assess the country's upcoming elections would be a "security challenge" for the Philippine government.
