THE Supreme Court has upheld the abolition of Barangay San Rafael in Calaca, Batangas, and affirmed its merger with Barangay Dacanlao, settling a legal dispute that has spanned more than two decades.
In a decision penned by Chief Justice Alexander Gesmundo, the court en banc nullified Ordinance 002, Series of 2009, which sought to reverse the earlier merger and reestablish San Rafael as a separate village.
