THE Philippine Statistics Authority's 2024 Functional Literacy, Education, and Mass Media Survey (Flemms) goes beyond the ability to read and write, as it includes comprehension and the capacity to use written information effectively in daily life.
One of its findings, that 21 percent of senior high school graduates lack this basic competence, signals a failure in the educational and social systems that are meant to nurture informed, empowered citizens.
