PHILIPPINE National Police (PNP) Chief Oscar Albayalde admitted that he could not change the "culture" of corruption among policemen under his term despite a stricter internal cleansing program but remained hopeful that his efforts would be "substantial" to start change.
"We don't understand [why policemen commit illegal activities] that's why probably it has become a culture in the PNP and when you're trying to change the culture, it is really hard and it cannot be changed overnight," Albayalde said.
