In dealing with the worsening mobility of urban Filipinos, it is important to remember that the paramount objective is the welfare of those who do not use private motor vehicles. They are in the vast majority. Less than 10 percent of Filipinos are car owners; the rest of the population are people who walk, cycle or use public transport. They are the clients.
