THE 1987 Constitution cannot be amended ahead of the May 2019 mid-term elections, Speaker Gloria Arroyo said on Friday.
In television interview, Arroyo said that there was simply not enough time for Charter change (ChaCha) since it would require Congress approval and the people’s ratification via plebiscite for it to take effect.
