I HAVE always praised the Association of Southeast Asian Nations (Asean) as a role model of a regional intergovernmental organization that is trying its best to do what it can and not overreach into what it cannot. And it does so in a highly flexible and adaptable manner. Asean is premised upon three supposedly equipoised, but nevertheless what I would consider to be “evolving,” pillars.
