Cambodian government spokesman Phay Siphan admitted there was a failure in intelligence system to prevent the arrival of 83 rubbish-filled containers at the Sihanoukville Autonomous Port last week.
Such failure must be addressed immediately to prevent reoccurence of the incident, he added.
