THE barangay (village) chairman who reportedly mauled a minor appeared at the Department of the Interior and Local Government (DILG) and filed a 15-day leave as an investigation into the incident was underway, according to an official.
Interior Undersecretary Martin Diño said in a radio interview that in the absence of a warrant, village chairman Felipe Falcon Jr. of Barangay 350 in Sta. Cruz, could not be arrested.
