IT is no surprise that the Philippine National Police (PNP) has summarily declared as “politically motivated” the murder of AKO Bicol party-list Rep. Rodel Batocabe in his hometown of Daraga, Albay. The congressman, who will be termed out in the May 2019 elections and excluded from the 19th Congress, had shifted his sights to running for mayor in his hometown. And he was entering a fiercely competitive election.

It is not necessarily wrong for police authorities to also suspect that the communist New People’s Army could have had a hand in the killing of Batocabe. Albay has long been a hotbed of the communist insurgency, with top rebel leaders originating from the area.
