The Committee on Justice of the House of Representatives approved on Monday a bill that seeks to lower the minimum age of criminal responsibility (MACR) from 15 to nine.

Rep. Salvador Leachon, head of the panel, said the bill “was brought about by the alarming increase in the number of criminal syndicates using minors to carry out criminal acts based on recent news reports.”
