THE suspect behind the brutal murder of Cebu student Christine Lee Silawan, who was found mutilated and her face skinned off in Lapu-Lapu City early this month, cannot be rearrested.
“I believe that we could not rearrest someone who does not have a warrant of arrest [issued against him],” Vincent Isles, the suspect’s lawyer, said on Thursday.
