CHARTER change is not going to happen as long as the Senate is opposed to it, Deputy Speaker Prospero Pichay Jr. of Surigao del Sur declared on Monday, signaling an impending impasse in the efforts to amend the 1987 Constitution.

Pichay, in a news conference, issued the statement in the aftermath of Speaker Gloria Arroyo’s pronouncement that there was no more time to do Cha-cha ahead of the 2019 polls, considering that Congress has yet to come up with a draft federal constitution that could be ratified by the electorate via a referendum.
