PRESIDENT Rodrigo Duterte has signed a directive turning the Clark Industrial Estate 5 (IE5) into an international center of commerce, industry, leisure and recreation.
Duterte signed Executive Order (EO) 81, which amends EO 716, on June 4, copies of which were given to members of the media six days after.
