THE Commission on Audit (CoA) questioned the bidding process of the Metropolitan Waterworks and Sewerage System, which allowed three Chinese construction companies to bid in the P12.19 billion Kaliwa Dam project in Quezon province.

In an Audit Observation Memorandum dated June 10, 2019 addressed to then MWSS Administrator Reynaldo Velasco and Leonor Cleofas, deputy administrator for Engineering and Technical Operation, the CoA said “the criteria for competitiveness was not achieved” even if the three contractors joined the selection process and underwent evaluation by the MWSS Technical Working Group.
