THE government must ramp up the installation of solar-powered irrigation system (SPIS) in all regions to minimize the effects of El Niño, according to Agriculture Secretary Emmanuel Piñol.
Piñol on Wednesday said while the Philippines could not prevent drought, putting up solar-powered irrigation could help farmers prepare and “neutralize” the damage caused by a long dry spell.
