PRESIDENT Rodrigo Duterte on Monday defended his appointment of Chief Justice Teresita Leonardo-de Castro, saying it was based on seniority and not as a "reward" for the ouster of Ma. Lourdes Sereno.
"It is in everything -- civil service, military... everybody, [it is based on] seniority and it is like a conveyor. Who [enters] first, she will [be promoted]," Duterte said.
