PRESIDENT Rodrigo Duterte ordered the Philippine National Police (PNP) to tighten up the laws on the sale, manufacture and distribution of fireworks and pyrotechnic devices in the country.
Memorandum Order 31 was signed by the Chief Executive on October 29 but was released to members of the media on Wednesday, October 31.
