PRESIDENT Rodrigo Duterte issued a memorandum order abolishing the Partido Development Administration (PDA), which was mandated to accelerate development in the 10 municipalities of the fourth district of Camarines Sur.
In justifying the abolition, Duterte, in Memorandum Order 29, which he signed on Tuesday, said the "PDA and its various operating units have been consistently operating at a loss for several years, which necessitates continuous subsidy from the National Government."
