Requiring companies to pay 14th month salaries may not be the best move as it does not conform to global practice of performance-based incentive and can pose financial struggles to small enterprises, business groups claimed.

“It (14th month pay)... goes against the global trend of performance-based bonuses and building meritocracy,” Management Association of the Philippines (MAP) President Rizalina Mantaring told The Manila Times in a mobile message.
