FORMER President Benigno Aquino 3rd on Wednesday understood President Rodrigo Duterte’s frustration with the graft-ridden Bureau of Customs (BoC), but urged him not to allow a military takeover of the office.
Alluding to the words of the late Sen. Miriam Defensor-Santiago, Aquino said the constitutional implications of a military takeover of a government agency should not need further explanation as it was “already very specific” that military officials may not hold civilian office.
