THE water crisis in Metro Manila and nearby Rizal province reached an unprecedented level this week. The Metropolitan Waterworks and Sewerage System (MWSS), the government body in charge of regulating the water concessionaires, admitted in a media interview that it cannot even penalize any of the concessionaires if and when they fail to deliver basic water services. The MWSS chief regulator said that it’s not within their mandate to do so.
