TABUK CITY, Kalinga: Vice governor and losing gubernatorial candidate James Edubba filed a protest with the Commission on Elections (Comelec) on Friday seeking for the exclusion of 622 votes in a vote-rich barangay (village) in Pinukpuk town and investigation of alleged seizure of Secure Data (SD) cards.

The provincial board of canvassers had proclaimed incumbent Tabuk city Mayor Ferdinand Tubban as governor with 39,148 votes, winning only by 10 votes over Edubba.
