THE Filipino-Chinese consortium chosen by the government as the country’s third major telecommunications player is yet to complete all requirements for it to secure the papers and frequencies needed to begin operations, the Department of Information and Communications Technology (DICT) said on Sunday.

In a message to The Manila Times, acting Information chief Eliseo Rio Jr. said the Mislatel consortium — composed of Udenna Corp. and Chelsea Logistics Holdings Inc. of Davao City-based businessman Dennis Uy and state-run China Telecommunications Corp. (China Telecom) — still needed to “accomplish some requirements before the CPCN (certificate of public convenience and necessity) and the frequencies [would] be granted to it by the NTC (National Telecommunications Commission).”
