THE Bangko Sentral ng Pilipinas (BSP) is once again wringing its hands in frustration over the unwillingness of the banking sector to comply with the legal mandate to dedicate 10 percent of total loanable funds to the micro, small and medium enterprise (MSME) sector. It may be time for the BSP to prevail upon the meddlesome, untutored legislature that creates such laws to make some realistic amendments to it.
